Karen England, Uintah County Librarian, presented a one‑year janitorial contract with the school district Can Do Crew to provide cleaning services during the school year (the contract excludes June–August). The total contract is $18,900, payable in nine monthly installments of $2,100, covering daily vacuuming, trash removal, restroom cleaning and sanitizing, furniture dusting and regular maintenance tasks. Staff said the district has already signed the contract and sought the commission’s approval to continue the service.
England also described a five‑year interlocal MOU with Duchesne County to establish a shared Koha catalog and Aspen patron discovery interface, with vendor invoicing by ByWater Solutions and costs split 50/50. The MOU provides reciprocal borrowing without nonresident fees and establishes quarterly director meetings and procedures for materials exchange.
Finally, England reported the Uintah County Library was awarded a $10,678 CLEF grant from the Utah State Library Division (funded through the Utah Department of Cultural and Community Engagement) to update patron technology and checkout systems; the grant runs 07/01/2025–06/30/2026 and final spending details are due to the state library by 09/15/2026. County attorney staff identified one outdated code citation in the contract but recommended authorizing the library director to sign once corrections are made.
Commissioners voted to approve the janitorial contract and the MOU and authorized the library to sign the CLEF grant contract after the code citation is corrected.
