HAGERSTOWN — At the end of a work session, the city council agreed to several procedural steps: staff will present a resolution at the regular session to formally accept Alley Numbers 4‑59 and 4‑76 into the city system, the council endorsed negotiating a license agreement for Alley 2‑35 (where a shed sits in the right-of-way), and staff said they will bring a motion next week to formalize a decision not to reinstall an overhanging traffic beacon at Baltimore and Mill Streets.
Staff said alleys recorded by a developer were constructed but not formally accepted by the city; acceptance clarifies maintenance responsibility. On Alley 2‑35, the city attorney recommended a license agreement rather than a quitclaim because an adjoining property owner objected; the license would permit the owner to keep and use the shed while preserving the city’s ability to terminate the license.
Regarding the beacon, staff reported a six-month observation period produced no police-reported accidents and the board of traffic and parking recommended not reinstalling the beacon; staff will introduce a motion next week that the council can vote on.
The council closed the session after thanking staff for the water briefing and receiving a motion and second to adjourn.
