Staff reported that FDOT/County indicated pedestrian light poles are not covered under the existing agreement for the project and requested a new maintenance agreement between the city and FDOT. That maintenance agreement must be approved at the city commission level before the pedestrian light poles can be installed. Staff said the county agreed to extend its contract for a remaining $9,000 to complete the light pole work while legal and agreement language is finalized.
On land use and rezoning, staff explained that the city attorney drafted an opt‑in mechanism allowing property owners to opt into CRA zoning changes rather than mandating rezoning; members noted the state law governing rezoning could be extended past 2027 if a disaster (for example a flood or hurricane) occurs, so permanence is not guaranteed. The advisory board was told draft zoning minutes and rezoning materials would be circulated by email and that the item had not yet been scheduled for city commission consideration.
Members discussed public engagement plans for CIP and Complete Streets projects and urged outreach and education workshops so residents better understand CRA roles. Staff said the procurement solicitation for the land use plan amendment was live but submissions were low, likely because of the holidays; CIP consultant negotiations were ongoing and the 13th Street public art project had shortlisted three applicants.
For governance items, the board agreed by vote to skip the Jan. 7 meeting and have its next regular meeting in February. The board also approved the minutes from the previous meeting (with one member recorded as abstaining) and then adjourned; the meeting length was recorded at approximately 45 minutes.
