The Central City Community Redevelopment Agency advisory board voted to approve a budget amendment that reallocates unspent fiscal year 2025 funds into FY26 operations and incentive accounts.
Planning staff reported the CRA had $879,005.68 in unspent incentive dollars and $19,004.30 in operations from FY25 and recommended moving those balances into FY26. Staff detailed proposed allocations that include a $100,000 placeholder for a new Central City‑dedicated staff position, $100,000 for advertising and outreach, and $548,998 into the agency’s incentive umbrella to support commercial and residential projects.
Board members asked for clarifications about the fiscal year (Oct. 1–Sept. 30), how the "advertisement" line would be used and whether the proposed position would include fringe benefits. An unidentified staff member said the $100,000 advertising number was a planning gauge — historically the line ran closer to $10,000 — and that the salary estimate would be refined during the budget process with benefits included.
Members also discussed program distribution, noting that streetscape incentive demand has been low while PBIP (property/business improvement) and façade programs see more applicants. Staff said internal transfers among incentive subaccounts are administratively possible if applications warrant.
A motion to approve the adjusted budget as recommended was made and carried by voice vote. The board directed staff to prepare the formal budget amendment for presentation to the CRA board and city commission.
The board also heard a broad financial summary: $2.9 million remained in unspent CIP balances and the FY26 allocations shown to the advisory board included $324,000 for operations and about $1,064,008 for incentives; staff noted a pending $350,000 item that had not yet been reflected in the accounting.
