A councilmember raised a recent fatal ATV accident involving children and urged the council to take steps to remove ATVs from public roadways. The councilmember asked whether the city could develop signage, a resolution or other measures to curb ATV and off-road vehicle use on thoroughfares.
Chief Gray Boys (police chief) said initial research had begun under a prior chief and that some work halted; he urged residents to call 911 and provide specific locations so dispatch can send units. Chief Gray Boys said statutes exist prohibiting ATV use on roadways and noted new enforcement tools, including a drone unit, could be deployed if council provides incident locations and times. He and councilmembers also discussed reviewing Title 13 (traffic) and Title 32 (criminal code) to determine code-based enforcement options and asked constituents to supply addresses and times to support targeted enforcement.
Councilmembers asked that any policy response also account for similar vehicles, including golf carts, and requested staff compile a strategy that would address the broader group of off-road/low-speed vehicles.
