DeKalb committee reviews $22.2M Lifeline Animal Project contract; defers for audit

County staff presented Change Order No. 6 to contract 1132039 with Lifeline Animal Project to continue animal-shelter operations and expand downstream programs. Staff described base annual operations at approximately $9.9 million and added community programs including a mobile clinic, a pet food bank, expanded spay/neuter capacity, community engagement staff and capital for a transport van. The proposed contract term would extend through Dec. 31, 2027, and requested funds were not to exceed $22,244,500.
Miss Quinn, who detailed outreach and coordination plans, said the program will target neighborhoods with the highest intake and coordinate appointments and transportation to clinics. "In 2027, we're looking at 6,000 surgeries," Miss Quinn said, describing expanded spay/neuter capacity and outreach staff to connect residents to services.
Commissioners asked for a detailed breakdown of community-engagement staffing, event coordination, per-district allocations and the audit review status; staff said the item was currently in audit and recommended returning with more detail. Given the pending audit and outstanding questions, the committee moved to defer the item for approximately two weeks to allow a formal audit review and to provide commissioners more detailed budget and program information.
Next steps: staff will return with audit findings and detailed line-item spending and implementation plans prior to committee reconsideration.
