Riverside Planning Commission elects Denning chair, Vasquez vice chair; appoints delegates to CRA and CIC

The Riverside Planning Commission elected Julie Denning as chair and Harold Vasquez as vice chair at its Feb. 19, 2026 organizational meeting and completed a series of organizational actions including the swearing-in of an alternate and appointments to external boards.
Commissioners moved and approved an absence excuse for seated members Owens and Hairston and adopted an amended agenda (correcting the year to 2026). Julie Denning was nominated and confirmed as chair for 2026; Harold Vasquez was nominated and confirmed as vice chair.
The commission swore in an alternate using the oath format; the name provided in the oath was Raymond Elijah Dow. The commission set its regular meeting time at 6:00 p.m. on the packet'listed dates and approved the schedule by voice vote.
Commissioners reviewed and adopted updated rules of procedure after staff explained formatting and clarifications, including definitions for excused absences and expanded chair discretion on public-comment time when meetings are large.

The meeting closed with staff announcements about community events, including a community cleanup scheduled for April 25 (10 a.m.-2 p.m.) at 5277 Huberville Avenue. The chair adjourned the meeting.
