Jackson County supervisors approve insurance plan, permits and noxious-weed resolution

Jackson County supervisors on Tuesday approved a package of routine actions that included choosing an insurer contribution option, permit and license renewals, and adoption of the county's 2026 noxious weed control resolution.
During the visitors-and-citizens portion, Jennifer Mishandy of First Main Street Insurance presented two options for the county's property insurance contribution. After brief discussion about coverage levels and cost, a board member proposed proceeding with option A — the original contribution recommendation from ICAP — and the motion carried on a voice vote.
The board approved a residential entrance permit for TNT Development on Seiberding Ridge Road in Bellevue Township after County Engineer Jaden reported the site met sight-distance requirements and did not require a culvert. The motion to approve the permit was seconded and carried.
Auditor Lisa Smith asked the board to approve the Feb. 10 meeting minutes and recent work-session minutes; the board voted to accept and authorize publication. The board also accepted the Veterans Affairs Commission minutes for Jan. 14, 2026; the chair complimented the commission on a more informative minutes format.
Two Class C retail alcohol licenses with outdoor service were renewed: Bellevue Golf Club Inc., effective April 1, 2026–March 31, 2027; and a license for a business recorded in the transcript as 'Megan Franzen LLC doing business as Obi's' at 36107 73rd Avenue (transcript also shows the spelling 'Fransen'); the board approved both renewals by voice vote.
Staff asked the board to reappoint Jeanne Collins as weed commissioner. Trustees discussed whether the position must carry a one-year term; staff said the code does not strictly require a one-year term, but the board voted to reappoint Collins to a term expiring Feb. 28, 2027 consistent with historical practice.
Finally, the board adopted resolution number 1167-02-17-2026, the 2026 noxious weed control resolution. Supervisors discussed that the county periodically updates the list of regulated noxious species in consultation with conservation staff.
Other routine business — including public notices and scheduling a public hearing on the five-year road plan at 11 a.m. — was announced before the meeting adjourned.
