Urbana commission subcommittee to adapt contractor forms to capture union relationships

At its Feb. 17 meeting the Urbana Human Rights Commission’s subcommittee reported initial work to adapt contractor and vendor Equal Employment Opportunity (EEO) forms to better capture union relationships for city-contracted work.
A subcommittee comprising Tom, Carla and other commissioners said they have collected the existing contractor forms and EEOC certification letters and will develop a baseline spreadsheet of unions named in those letters. The goal is to add questions and fields to the forms—such as explicit union names and contact information—so the commission can follow up on union-related employment practices where the city has leverage through contracts.
Commissioners noted challenges: some contractors are not local, and the commission may receive information about unions based outside the area. Staff said EEOC letters already give a baseline of union names that the subcommittee will use as a starting point. The subcommittee intends to return to the full commission within the next few meetings for feedback and to present a motion for the commission to approve finalized procedures and forms.
Next steps: the subcommittee will refine the forms, prepare draft procedures for staff review, circulate minutes to the commission, and bring a proposed statement or motion back for vote at an upcoming meeting.
