Planning staff reviews Hope School parking expansion; no formal action taken

Paula Priebe, Walker’s planning director, presented a courtesy site-plan review for Hope School’s proposed parking expansion along Wilson near River Bend. She said the school currently has about 130 parking spaces, above the ordinance minimum of 75, and is seeking to raise a house on an adjacent parcel and expand parking to meet program needs.
Priebe recommended the school combine the parcel with the house into the larger school property to avoid special-land-use complications for a parking lot on a separate parcel. City Engineer Scott Connors urged the school to consider installing sidewalks along the frontage to extend the local sidewalk network and said the project will require a stormwater permit and compliance with drainage standards.
Dave Henko, a civil engineer with Feenstra and Associates, said the school would apply for an MDOT driveway permit after the meeting and would address drainage and MDOT standards when doing so. Henko said the school will consider Safe Routes to School grants after assembling an initial access-management plan. Commissioners asked about student counts; Henko estimated approximately 200 students and noted many walk to school through the church parking lot on the west side.
Because this item was a courtesy review for a school, the commission did not take formal action.
