Lawmakers split over 2026 capital reallocation for FMCC; critics say change diverged from earlier agreement

A contentious portion of the meeting focused on a resolution amending Montgomery County’s 2026 capital and operating budgets to allocate approximately $500,000 for FMCC (the community college request discussed at committee). The discussion spanned committee rooms and multiple speakers and centered on how the $500,000 would be identified and whether the approach honored prior committee discussion.

Several legislators said they had previously agreed on taking $500,000 from the equipment fund to cover the FMCC need and that a subsequent reallocation (moving $300,000 from equipment and $200,000 from building maintenance) had occurred without full committee consensus. One legislator asked why money was being taken from building maintenance when windows and other building projects remain to be completed, arguing that building repairs yield energy savings that benefit taxpayers.

Supporters said the chair, county executive and commissioner met with capital project staff and the treasurer to develop a plan that allowed the county to supply the requested $500,000 without new borrowing. They described a solution that used $250,000 already budgeted, $500,000 reallocated across funds, and $80,000 from fund balance to meet a total appropriation of $832,000 for the FMCC request. Proponents said the plan preserved roof/windows/generator work while postponing an air‑conditioning project.

After debate that included requests for the circulated capital project plan and clarification of fund sources, the committee recorded a roll call and moved the amendment to the full board; at least one legislator opposed and others abstained in the recorded vote.

Members asked staff for copies of the project plan and further documentation about the proposed schedule of work and fund flows.
