Advocate urges DHHL to ensure Uniform Relocation Act protections after rescinded 90‑day notices
Summary
An advocate said DHHL issued and rescinded 90‑day notices to vacate on Kauai and later reissued similar notices without clearly providing comparable replacement housing or relocation benefits required under the Uniform Relocation Act; the witness urged the commission to ask contractors and consultants for documentation.

A public witness told the commission that a November 30 90‑day notice to vacate sent to Kauai residents was rescinded after litigation concerns and that subsequent notices were sent to other residents without clear documentation that comparable housing or relocation assistance under the Uniform Relocation Act had been offered.
"This letter serves as formal notice that the 90 day notice previously issued... is hereby rescinded," the witness read from a DHHL notice that was rescinded, and said subsequent notices appearing to lack comparable housing information left residents anxious about relocation rights. The speaker noted $25 million in federal funds tied to the work and urged commissioners to question contractors and consultants and ensure displaced residents receive required URA benefits.
The commission thanked the witness and was asked to raise questions about contractor performance and resident supports. Commissioners did not take formal action during the session but recorded the concern for follow-up.
