County declines veterans-banner funding request pending maintenance plan and partner commitments

The Pottawattamie County Board voted to deny a request for immediate county funding to install veterans banners along Memorial Highway and instead asked organizers to return with additional documentation and a maintenance plan.
Presenters said they had raised approximately $15,000 so far and planned ongoing fundraising and online and paper application processes for banner applicants. The board raised questions about long-term maintenance, replacement of weathered banners and bracket durability and asked the group to secure written commitments from the City of Council Bluffs and any sign company that would perform installation and replacements.
"We've talked to Peggy in Veterans Services," the presenter said, describing coordination with county veteran services and community groups. Supervisors suggested the organizers consult the county VA donation fund and provide a written maintenance and budget plan to avoid the banners becoming an eyesore.
A motion to deny the funding request and ask organizers to return with a more detailed plan and VA/partner commitments carried by voice vote.
