Dominion Energy representatives briefed the Appomattox County Board of Supervisors on the ValleyLink Joshua Falls–to–Culpeper electric transmission project, describing it as a long‑distance reliability upgrade identified through the regional grid operator, PJM.
Alex Rendon, Dominion's external affairs manager for Appomattox County, said the project was selected through a competitive PJM process to address projected reliability needs as demand grows. He described the proposed facility as approximately 115 miles of 765-kilovolt transmission line that would originate at Joshua Falls substation in Campbell County, cross nine counties including Appomattox, and terminate at a proposed Culpeper substation.
Rob Richardson (routing lead) said routing work is early-stage, the team has narrowed study areas and will refine routes based on public feedback. He noted the line would generally require about 200 feet of right-of-way and structure heights in the 135–160 foot range. Dominion said most of the proposed route is greenfield rather than colocation with existing lines.
Dominion announced a series of public engagement meetings in March and June, including an Appomattox meeting scheduled for March 10 at the Appomattox Community Center from 5:30–7:30 p.m., and said materials and an interactive map are available at vltransmission.com and through the GeoVoice commenting tool. Company representatives emphasized that the State Corporation Commission will have routing and siting jurisdiction when the project is formally filed (expected in September).
