Blue Ridge Jail asks Appomattox to join opioid‑abatement reentry grant; board authorizes administrator to sign

Tim Trent, administrator for the Blue Ridge Regional Jail Authority, asked the Appomattox County Board of Supervisors to approve the county's participation in a regional substance-use treatment and reentry program funded by opioid-abatement grant dollars.
Trent said Bedford County will lead the grant application and member jurisdictions must provide a match drawn from their opioid-abatement allocations (not general-tax funds). He described program elements — clinical care, recovery support and reentry planning — and cited a prior Horizon Behavioral Health partnership that he said reduced recidivism among participants from about 70% to the low 30s. Trent noted the Virginia Compensation Board jail cost report lists a jail cost of $120.69 per inmate per day and said reducing recidivism would save jurisdictions money and improve outcomes.
Trent said Appomattox's first-year match (the grant's first year would be nine months) is $5,202; years two through five would require $6,806 annually. He said the program aims to treat about 80 individuals initially and asked the Board to authorize County Administrator Susan Adams to sign the paperwork so Appomattox can be included in the application. Board member Wolfskill moved to authorize participation, Reverend Jones seconded, and the motion passed by voice vote; Chair instructed Ms. Adams to sign.
