Council approves emergency asbestos abatement, jail design contract and appropriations

Joe Eckenrode of the executive’s physical plants department told the council asbestos had been found in mastic, ceiling materials and old floor tile during the Ohio Building renovation and recommended awarding an emergency construction contract to Cardinal Environmental to keep the renovation on schedule. "We have found asbestos positive in some locations," Eckenrode said; the resolution (2026-25) authorized a contract not to exceed $284,640.50 and the council moved to suspend the rules and adopt the resolution.
Eckenrode also described the design-phase selection for the jail pre-intake and Sally Port addition. He said the county issued an RFP to five local vendors, recommended Welty Building Corp for the design-phase professional-service agreement and estimated a $4,000,000 project budget with the design fee at about 6.5 percent; the council suspended the rules and adopted resolution 2026-26 authorizing the design contract, estimated not to exceed $263,700.
Phil Montgomery of the finance department outlined appropriations in 2026-27, including a $929,000 distribution of net proceeds from the sale of 1 Cascade Plaza. Montgomery said those proceeds will be redistributed pro rata to taxing authorities that had delinquent taxes on the property under the prior agreement that used the land bank to forgive those taxes.
Each of these emergency items was presented as an emergency or best-practical-source award and was adopted after motions to suspend the rules; the transcript records voice approvals and "motion carries" rather than individual roll-call vote tallies. Eckenrode said the design item was for design only and that construction-phase contracting would return to the council later.
Next steps include board-of-control approvals where required and follow-up procurement and contracting for construction-phase work.
