Marshall County commissioners approve routine permits, equipment purchases, grants and appointments

At their Feb. 16 meeting the Marshall County Commissioners authorized right-of-way permits for utilities, approved consultant and equipment purchases, ratified a sheriff grant, approved a health partnership and appointed a BZA member. Most actions passed by voice vote.
Marshall County Commissioners on Feb. 16 approved a package of routine permits, procurement actions, grants and appointments.
Permits: Commissioners approved a Nipsco utility replacement request on Redwood Drive and a set of 15 Brightspeed bores and aerials across West, Polk and Pope townships, authorizing the companies to work in county right-of-way. Both measures passed by voice vote.
Road contracts and equipment: The board approved an agreement with consultant USI to begin work on Linden Road design and authorized ratification of an LPA paint-striping low bid from CE Hughes ($295,152.15). Commissioners also approved a $97,500 prepay purchase for a second total patcher; officials said the cost was included in this year’s budget.
Grants and partnerships: The commissioners ratified a CHIRP grant agreement for the sheriff’s office (about $80,500) and authorized signatures by the sheriff and the auditor. They also approved a county health-department partnership agreement (budgeted at $6,000 in the 2026 HFI budget) and allowed health department staffer Lisa Lettinger to sign on the county’s behalf.
Housing and appointments: The board approved the roster for oversight of a $500,000 owner-occupied housing rehabilitation grant from OCRA and appointed Caleb Koffel to a vacated seat on the Board of Zoning Appeals.
Administration: Commissioners approved minutes from the Feb. 2 meeting, paid accounts payable and payroll claims, and authorized travel to pick up a Sarafin trailer when that option proved cheaper than delivery.
Most routine items passed unanimously by voice vote. Commissioners said many of the approvals start processes that require later paperwork or further review and that staff will follow up with formal contracts and documentation.
