Valley Center council members voted to award the Arbor Valley Phase 2 street and infrastructure contract to Meese Construction for a base bid of $666,122.70, contingent on the city’s receipt of a required letter of credit.
Brent Clark of SCH presented the bid tabulation and told the council the city received six qualified bids, a change that he said has helped bring the low bid well under the engineer’s estimate of roughly $850,000. Clark said the work will extend Arbor Valley Phase 1 westward and enable about 28 additional homes in the subdivision. Art Marquez, the developer, attended the meeting and was available to answer questions.
Councilmember Gage (first reference: SEG 355) recommended making the award contingent on the letter of credit; the motion, made by a council member and seconded, included authorization for the mayor to sign the agreement once the letter is received. Council discussion affirmed the contingency before the motion passed by voice vote.
