Commissioners approve routine resolutions, appointments and engineering contract for Upper Mill Creek project

Butler County commissioners approved a package of departmental and office-holder resolutions on Feb. 11 that included routine personnel, procurement and contract actions.
Appointments and petitions: The Board was asked to appoint Kimberly Satzger to complete the term of a Liberty Community Authority appointee (term effective Feb. 11, 2026, through Aug. 31, 2026) following the resignation of Phil Moricle. The County Administrator also advised the board that an annexation petition filed by MRB Investments Limited — pursuant to Ohio Revised Code 709.021 and 709.023 for property in St. Clair Township requesting annexation into the village of New Miami — will be entered upon the journal after procedural defects were remedied.
Children's services and personnel actions: The Board approved three retroactive children's-services placement contracts totaling approximately $337,705 (including $130,500 for one residential treatment placement and additional group-home contracts) and several personnel notifications including a promotion in the water and sewer division.
Engineering and procurement: The county presented a request to engage Hazen and Sawyer P.C. for engineering and construction-management services for the Upper Mill Creek Water Reclamation Facility equalization system and grit classifiers, with an estimated project cost stated at about $7,200,000. The county engineer also recommended awarding the Cox Road at Kings Gateway roundabout project to Eagle Bridge Company at $1,059,522.86, subject to satisfactory completion and acceptance by the county engineer.
Grant and sheriff items: The sheriff requested execution of a targeted violence and terrorism prevention grant in the amount of $1,250,000 (ending 12/31/2028) and authorization to apply for the 2026 Ohio Pet Fund grant ($7,060) for animal-related services.
Votes: Motions to approve the departmental and office-holder resolutions were moved, seconded and approved by the Board.
Next steps: Contracts and awards will proceed subject to standard procurement conditions and project acceptance by the county engineer. The annexation petition will be entered upon the journal per the prosecutor's recommendation.
