Commissioners note annexation petition for 62.34 acres, review 2026 capital plan and approve department resolutions

The Butler County Board of Commissioners on Feb. 3 heard administrative reports about an annexation petition and the 2026 capital improvement program and approved a slate of routine departmental resolutions.
County staff reported that MRB Investments Limited filed an annexation petition to transfer two parcels totaling 62.34 acres from St. Clair Township to the Village of New Miami; the clerk�s office will present a resolution to enter the petition into the journal at the Feb. 10 meeting. Administrator said the property owner had earlier sought a 15-year, 75% residential incentive district that was rejected by the St. Clair Township trustees and that a rezoning request had also been denied before the annexation petition was filed.
Administrator also gave a status report on the 2026 capital improvement plan: agencies and departments submitted requests totaling more than $15,500,000 and the county�s capital budget for 2026 is listed at $6,500,000, with about $2,000,000 earmarked for the historic courthouse window replacement and roughly $4,500,000 available for allocation pending Board review.
On the consent agenda the Board approved multiple personnel and contract items, including the hire of Elizabeth Evans as an Information Services systems analyst (annual salary $76,000 effective Feb. 9), a Service Express, Inc. contract for computer hardware service and support not to exceed $7,814.40 (Feb. 1, 2026�Jan. 31, 2027), and Water and Sewer Department items including a training expense (~$3,495.40) for an employee to attend the American Water Works Association conference and a promotion for Leah McRoberts to Wastewater Operator 2 at an hourly rate listed as $32.49 per hour effective Feb. 7. The Board also received engineer items including bids for a single-lane roundabout at Cox Road/Kings Gateway and an EMH&T engineering contract not to exceed $49,999.
What happens next: the board will receive the annexation petition as a resolution at the Feb. 10 meeting and staff will bring detailed capital project requests forward in subsequent stages for Board consideration and votes.
