He told the board he will present a proposed initial five‑year lease (with an option to extend for an additional five years) and annual rent terms for consideration at the board's regular meeting on Jan. 6, 2026.
The administrator also updated the board on federal funding guidance affecting homeless and housing services. He summarized that the U.S. Department of Housing and Urban Development (HUD) withdrew and then reissued a Notice of Funding Opportunity (NOFO) for the Continuum of Care program after litigation was filed; according to the administrator, HUD has said it will not enact the contested NOFO provisions until litigation is resolved. He advised staff will continue to meet existing deadlines for the county's balance‑of‑state submissions unless the board directs otherwise.
The administrator named Judge Rob Lyons in the context of Area 1 Court operations but the board did not vote on the lease or the MOU release at the Dec. 23 meeting.
