Beaumont — The Beaumont City Council authorized a professional-services agreement with Spicer Consulting Group on Tuesday to create a city-owned fiscal-impact model and provide fiscal-impact review services for future development projects.
Why the model
Finance Director Jennifer Eustachian said the agreement will allow the city to evaluate development projects using consistent assumptions and methodologies aligned with adopted budget and fiscal policies rather than relying solely on applicant-prepared studies.
"This agreement would allow us to establish a uniform fiscal impact model that applies consistent revenue and cost assumptions aligned with adopted budget and fiscal policies," Eustachian said. She added that staff contacted two other firms that could not deliver the work in the required timeframe and that Spicer has familiarity with the city's fund structure.
Cost and scope
Eustachian stated the development of the city model would cost $12,500 (funded from contingency) and that project-specific fiscal reviews would range from $2,500 to $12,000 depending on complexity. The total agreement is not to exceed $40,000.
Council action
A motion to approve the professional-services agreement with Spicer Consulting Group was moved and seconded; council approved the contract by unanimous roll call.
Next steps
Staff will proceed with the contract and use the model for consistent review of future development proposals and applicant-submitted fiscal studies.
