Sally, the county finance staff member who presented the year‑end report, told commissioners the county budgeted $38 million in intergovernmental revenue but collected about $37.08 million. The general fund was budgeted at $43 million and closed at $45.8 million, boosted by unusually strong interest earnings of roughly $5.2 million. Overall county revenue was down against budget primarily because federal mineral royalty receipts for capital projects fell short (capital projects budgeted $18 million came in at $5.1 million), leaving total revenue of about $57.8 million against a $65 million budget.
Sally identified two funds in the red: Emergency Management (driven by recent siren and tower projects) and the E911 fund (which historically runs negative because reimbursements are intermittent). She asked commissioners to transfer $100,000 from the general fund to Emergency Management and $130,000 from the general fund to E911 to restore positive balances. Commissioner Pelton moved and Commissioner Olsen seconded the transfers. A roll call vote recorded affirmative responses and the motion carried.
Sally also reported year‑end fund balances including a general fund balance of approximately $45,600,000 and a road and bridge balance of about $31,100,000. Commissioners asked clarifying questions; staff said they would make required adjustments and report updates at future meetings.
