Committees advance package of environment and land bills; most measures passed with amendments

The joint Senate committees on Water, Land, Culture & the Arts and on Agriculture and Environment met Feb. 18 to hear testimony and move a broad package of bills addressing conservation, coastal adaptation, climate governance, wildlife protections and invasive‑species funding.
After public testimony and departmental comments, committee leaders moved most measures forward. The committees voted to pass SB 3,253 (conservation sanctuaries) with amendments and a defective date and to defer related SB 2606 for further work. SB 237 (adaptation pathways planning) was advanced with amendments that remove an appropriation and add a defective date. SB 3,252 (Climate Change Mitigation and Adaptation Commission restructuring) and SB 11,78 (carbon sequestration incentives) were advanced with amendments; committees noted concerns about accountability, duplicative roles and appropriation language.
Other measures advanced included SB 2322 (environmental assessments for historic and traditional cultural properties), SB 2019 (transfer of qualifying nonagricultural parklands to the Department of Agriculture and Biosecurity), SB 3,043 (hunting practices and humane standards, amended to clarify scope on public lands and target intentional cruelty), SB 3,014 (increasing penalties for taking or harassing protected turtles, passed unamended), SB 2,972 (temporary Oahu spearfishing/sale prohibitions amended to remove commercial‑sale ban and to require DLNR community engagement), SB 11,90 and SB 2,488 (Hawaii Invasive Species Council funding and an executive director position), which were advanced with amendments.
Several roll calls recorded members voting with reservations where senators sought further detail or additional stakeholder engagement; committee chairs consistently framed actions as interim steps, sending bills on to Ways & Means or other committees for further consideration.
The committees recessed the decision‑making hearing to continue into a later agenda and to coordinate on appropriations and implementation details.
