The Lucas County Board of Commissioners approved a set of program and contract items covering treatment courts, electronic monitoring, truancy mediation, early‑head‑start funding and facilities on a single board agenda.
Nikki Kolozinski presented item 3 requesting authority to enter a memorandum of agreement for medication‑assisted treatment (MAT) services for the Lucas County adult treatment court and juvenile/family drug court. The MOA is a pass‑through from the Ohio Department of Behavioral Health in the amount of $305,627.24 and will fund medication assistance, ancillary needs and recovery support services for court participants. Commissioners approved the MOA on a roll‑call vote.
Also approved were renewals of electronic‑monitoring agreements for calendar year 2026 with the City of Toledo (expected revenue up to $607,000) and the City of Maumee (about $29,000). Emily Simpson requested and the board approved an agreement with Toledo Public Schools to coordinate the county’s truancy mediation program covering 20 elementary schools and six high schools; one commissioner indicated an abstention during that vote.
Holly Papadaw, introduced as the incoming executive director for the Lucas County Family and Children First Council, requested authorization to approve a Federal Fiscal Year 2025–26 amendment to a Toledo Public Schools early head start delegate agreement for $1,335,771; the board approved the authorization and welcomed Papadaw.
Facilities director Jeff Nowak presented two items: permission to enter a one‑year lease with Harbor for 1,341 square feet at the Shared Services Building for $25,291.26 annually, and permission to negotiate a contract with DLZ Corporation to perform a facility condition assessment intended to be completed by the end of the first quarter of 2026. Commissioners approved the lease and gave staff authority to negotiate the DLZ contract.
Bridal Osborne presented Job & Family Services items, including a $17,000 Title XX grant‑funded agreement with Food for Thought to support a mobile pantry and TANF‑funded agreements with Pathways Inc and other partners for parenting and after‑school programs; the board approved these items on roll call.
All approvals were recorded on the public record via roll‑call votes. Where abstentions or differing responses were noted, the clerk recorded them during the vote sequence.
