Lucas County honors Dave Contour for 26 years of service; recognizes LEAD program graduates

The Lucas County Board of Commissioners opened its Jan. 13 meeting with ceremonial recognitions.
President Cebecchi introduced a proclamation honoring Dave Contour for 26 years of service as executive director of the Lucas County Family and Children's First Council, praising his work coordinating services for families and children. Crystal Lutman, northwest regional representative from Gov. Mike DeWine's office, read a state proclamation that thanked Contour for “26 years of unwavering commitment” and cited programs he championed, including Getting Ahead, Bridges Out of Poverty, Help Me Grow and Early Intervention.
Contour spoke briefly, thanked colleagues and staff and recognized his successor, Holly Papadaw, who took her role in November and was invited to stand. Scott Silak and Michelle Niederholtz also offered remarks acknowledging Contour's regional influence and leadership.
The commissioners also introduced the 2025 LEAD (Leaders Emerging and Developing) program graduates; Brian Cunningham congratulated the class, noted the program's history since 2002 and introduced graduates from a range of county departments. Commissioners shook hands with graduates and the board recognized the program’s role in developing internal county leadership.
The presentations were ceremonial; no formal board action was required.
