City human resources staff updated the commission on a new employee engagement initiative that begins with a baseline survey completed late last year and will use department discussion groups and an action‑planning framework to develop and implement improvements over the next two years. Joe Monette and colleagues said the purpose of the initiative is to measure workforce engagement, identify drivers of disengagement, and create action plans that departments will implement and report on.
Staff outlined a common action‑plan template that departments will use to identify 2–3 priority drivers, assign champions, estimate resources, set milestones and review dates, and plan communications. The department‑level action plans will be rolled up into a citywide plan and staff expect to return with progress reviews, recommending quarterly status updates to the commission.
Monette said the next citywide survey is planned for 2027 to measure progress against the 2025 baseline; staff characterized this as a longitudinal effort that will require consistent attention from leadership and department teams.
Commissioners thanked staff for the update and asked that the initiative remain front and center, with action plans and regular reporting to the commission.
