Fargo commission approves recommendation to hire PCI Municipal Services as downtown parking operator

Jack Skelton, owner of PCI Municipal Services, introduced himself at the meeting: “I’m an owner of PCI Municipal Services,” he said.
Downtown stakeholders urged more time and transparency before finalizing an operator. Warren Ackley, who said he has been in downtown Fargo for 48 years, asked the commission to delay the decision and bring business owners, building owners and residents into the conversation. He cited city vendor fees that produce only modest revenue and contrasted that with potential parking revenue from ramps and street spaces. Randy Thorsen, a longtime parking commission member, questioned the process and flagged recent financial shortfalls in the parking fund, saying the city experienced a large swing in revenues that raised questions about how the system will meet future revenue targets.
Staff responded that the selection process included representatives from multiple departments and that the recommended vendor’s technology and municipal-only focus distinguished it from competitors. Council discussion emphasized the difference between operational contracting and broader downtown strategy, which staff said will continue through future informational and stakeholder meetings during contract negotiations.
The motion to proceed with the recommended operator passed on a roll call vote; commissioners recorded ayes during the roll call. Staff said the decision starts contract negotiations and that any final contract will be returned to the commission for final review and execution.
What’s next: Staff will enter negotiations with PCI Municipal Services and hold future informational meetings with downtown stakeholders; commissioners said they expect follow-up reports before any final contract execution.
