Pastor seeks permission to use county alley for art alley and seating; commissioners agree to site walk and conditions

Pastor Mike Kelly asked the commissioners for permission to use an alley behind his sanctuary and adjacent property to place picnic tables and develop an art alley, arguing it would draw people off the street and improve downtown appearance. Kelly said the group would maintain the space and was willing to provide tables and minor improvements.

Commissioners and staff recalled earlier efforts with local partners and recognized past objections about safety and transient use. They discussed measures to reduce risk, including improved lighting, camera coverage and maintenance commitments. Several officials said coordination with Job and Family Services and the city is needed before granting use; the board agreed to schedule a walk‑through with involved parties and reassess in approximately 30 days.

The discussion also covered how local shelters operate. Pastor Kelly said the sanctuary does not accept transients as a motel and focuses on residents seeking longer‑term assistance, and that the nearby "Dad's Place" serves a different population with a different mission. Commissioners asked the presenter to work with JFS and city staff on conditions for a trial use of the alley, including maintenance, trash and butt receptacles, and lighting.

Next steps: a site walk with stakeholders and a follow‑up report were scheduled to take place within about 30 days; no formal authorization was granted at the meeting.
