Williams County commissioners approve routine measures, award asphalt bid and authorize $5,000 for courthouse exhibit

The Williams County Board of Commissioners met and approved a series of routine and administrative items, including minutes from Jan. 29, the meeting agenda and payment of bills, and they approved several departmental transfers and procurement actions.
The board voted to dissolve the Williams County Microfilm Board after staff reported that the records center no longer produces microfilm and that digital archives and backups are now maintained. "Having microfilm created is becoming increasingly difficult," an Unidentified Speaker explained during the presentation; commissioners recorded the motion and it carried.
On procurement, the commission accepted a staff recommendation to award project no. 12026 (an asphalt emulsion project) to KTech Specialty Coatings. Todd (staff) submitted the recommendation; commissioners approved the award by roll call.
A discussion about Job and Family Services (JFS) bills occurred during consideration of payment of bills. An Unidentified Speaker noted a fourth-quarter payment to JFS for $25,007.25 and reported that JFS financial staff said Maximus had notified them of an anticipated larger increase of roughly $169,000; the board said Christine, the JFS financial director, was expected to appear later to discuss the matter further. No formal action on that larger amount was taken during the public session.
The board also considered a community funding request tied to an America 250 exhibit organized by Patty Rockey. The presenter described project costs: approximately $2,800 for the exhibit and about $1,372 for frames and adhesive (total roughly $4,001.92), with $2,500 already raised. After initially moving to guarantee up to $1,500 to allow the order to proceed, commissioners rescinded that motion and instead approved a motion to transfer $5,000 into a temporary account to front the cost so Patty Rockey could place orders, with the expectation the account will be reimbursed as donations arrive. As Unidentified Speaker 2 put it on the record, "My new motion is to authorize to to move $5,000 into that account with the assumption that the money's coming back in and she's already got the promise for $2,500." That motion was approved by roll call.
The board entered executive session under Ohio Revised Code 121.22(G)(4) to discuss collective bargaining matters involving Job and Family Services; the interim director and financial officer were present for that closed session. When the board returned, the chair said there was no action to report from the executive session.
The meeting closed with a proclamation designating a Congenital Heart Defect Awareness Week in Williams County, noting that congenital heart conditions are a leading cause of infant cardiac death and urging increased awareness among parents and health professionals. The board adjourned afterward.
