Planning staff reports on downtown plan, ADU program and permit trends

Assistant Director Garcia and planning staff reported the department’s monthly activities and project updates during the Feb. 17 meeting, noting recent council briefings, code work and permit activity.
Damir Powell provided an update on the downtown specific plan and related land‑use and code work. Director Morris initiated a zoning code text amendment intended to streamline general plan amendment processing. Staff noted a downtown landscaping and energy conservation project completed in 2025 and that the city council authorized an update to the urban water management plan for 2026.
Building division activity: staff said the department processed about 260 permits in January, a slight dip compared with the prior December, and displayed trend lines that included solar and ADU permits. The presentation showed a recent ADU permit peak (14 permits processed in December–January). Staff also described an ADU preapproved plan program posted on the city website intended to reduce design costs and speed production.
Pending and upcoming items flagged for council and commission include the Peabody Allison specific plan, Alamo Creek proposals, Grove Dairy specific plan, the entertainment zone study session on April 21, and projects listed as pending such as Sapphire Luxury Apartments and River Road DA amendment. Staff said they have shared a draft Vacaville municipal services review with Solano County LAFCO and are awaiting comments.
No formal project approvals were taken during the report; commissioners used the update to ask follow up questions about specific projects’ financing and timelines.
