Policy committee approves technical edits to a slate of district policies

The West Chester Area SD Policy Committee on Jan. 20 approved a group of mostly technical policy updates — including revisions to weapon reporting, truancy notifications and social media rules — after brief staff presentations and limited committee questions.
The Policy Committee of the West Chester Area School District met Jan. 20 and approved a series of revisions to district policies intended largely to align language with state law and recent legal guidance.
Staff told the committee the updates were mostly technical, including changing some instances of 'shall' to 'may' in Policy 003 and clarifying definitions in Policy 01/22 for curricular and non-curricular extracurricular activities. The committee voted to approve the 11/17/2025 minutes before moving through the policy package.
Among the substantive changes, staff said Policy 204 was revised to reflect recent statewide truancy law changes: district communications will now note that students considered habitually truant may not be disenrolled and sent to a cyber charter school unless a judge determines that is appropriate. On weapons reporting, Policy 218.1 was updated to comply with Act 55, requiring campus-level reporting to staff and community members and a 24-hour reporting timeline after a weapon is found on campus. Presenters also said the district’s definition of a weapon includes small knives and replica firearms used to fire projectiles.
The social media policy (815.1) was updated following recent court rulings to further separate personal accounts from district-official accounts and to state that the district account will not tag or link private individual employee or board member accounts. Policy 805.2 was changed to require quarterly school leadership meetings and an annual report with attendance included; Policy 915 was updated to formalize collection and storage of PTO/HSA bylaws at central office.
Committee members asked clarifying questions — for example, whether everyday objects used to harm (a pencil or a rock) would be treated as a weapon; staff said such cases are typically handled through student-discipline processes rather than weapon reporting when the object is not defined in the policy. Each policy on the agenda was put to a voice vote and advanced as presented.
