Committee debates recommending a stakeholder review of bind-over trends; members caution against second-guessing judges

The subcommittee discussed including an aspirational recommendation asking county leadership to convene stakeholders to examine bind-over trends and systemic issues affecting youth who are transferred to adult court. Speaker 6 warned the committee could be perceived as out of bounds if it appeared to second-guess judges, arguing that the process is largely set by state law and the committee's authority is limited.

Members agreed to revise the language to emphasize reviewing "bind-over trends and systemic issues" and to remove wording that implies individual case review, and to include recommendations only insofar as they fall within local authority and do not undermine due process. The committee decided to flush out final language for consensus before submission.
