Panel urges County to prioritize prevention, add probation staff and fund local continuum-of-care

Members of the Cuyahoga County juvenile-justice subcommittee recommended that the report present actions in a prevention-to-deep-end order and urged county leaders to commit funding to sustain diversion and community-based alternatives rather than rely solely on fluctuating state "reclaim" dollars.

"I think a county that cares about young people is going to invest in more prosocial activities, diversion, and supports for their families," Speaker 3 said, arguing the county should not be "100% reliant" on reclaim funding and asking that the report include county-level dollar recommendations where possible. Speaker 3 told the group that dollar figures already present in the revised report will be supplemented and delivered before the report deadline.

The committee discussed probation and case-management supports, agreeing to re-label the section to emphasize case management rather than only post-detention services. Speaker 3 advocated reducing caseload sizes and hiring additional probation officers to allow for a case-management, coaching approach rather than surveillance: the transcript records a request to hire "5–15 additional probation officers" to reduce caseloads to a target closer to 20 youth per officer.

The subcommittee also urged county support for planning funding for a continuum of care under the CareFirst Cuyahoga effort, with Speaker 3 noting the planning and design phase will identify a dollar amount (the work is expected to take about a year). Members agreed to signal immediate needs (probation officers) alongside longer-term planning (continuum design and implementation).

The report asks county leaders to prioritize funding decisions so council members can make informed tradeoffs between cost and benefit when allocating limited taxpayer dollars.
