Cuyahoga County Council Moves Into Executive Session to Discuss Collective Bargaining and Pending Litigation

Cuyahoga County's Committee of the Whole moved into an executive session on Monday, June 30, 2025, to discuss a collective bargaining matter and pending or imminent court action after a roll-call vote carried 9–0 with two members absent.

The motion to enter executive session was moved by Councilman Sweeney and seconded by Casselberry. The clerk recorded affirmative votes from Mister Kelly, Mister Sweeney, Mister Castleberry, Mister Gallagher, Mister Schlepper, Miss Conwell, Mister Jones, Mister Houser and Council President Miller. Miss Turner and Miss Simon were recorded absent for the vote.

Before the motion, the chair read aloud provisions of the Ohio open meetings laws and stated that the livestream would be paused while the council met in the adjacent Committee Room A. The chair also reminded attendees that, under state law, substantive decisions must be made in public and not during executive session.

The committee adjourned to executive session and later returned to open session; the chair said the executive session had been completed and the committee then moved to adjourn. The transcript records no formal action or vote taken in open session related to the executive session topics.

Because executive sessions are closed under Ohio law, the council did not disclose deliberations held in that closed portion of the meeting. Any formal actions arising from those discussions would need to be made in a subsequent public meeting and entered into the public record.
