Lawrence County commissioners approve routine motions, transfers and proclamations

The Lawrence County Board of Commissioners met Feb. 3 and approved a series of routine motions, including transfers, contracts and certificates of record.
Among the actions taken, the board approved the meeting minutes from Jan. 20, 2026; floodplain permits submitted by the Swirl and Water Conservation District; and appropriations and transfers under $75,000 submitted by County Administrator Dylan Bentley. Parker Rowe, the director of finance, also had requested financial documents and transfers approved by the board.
The commissioners voted to accept the county auditor’s certificate that total appropriations do not exceed the official estimate of resources. The board approved a transfer in advance requested by Finance Director Michelle Collins moving $600,000 between specified fund codes.
Contracts and agreements approved included two Title IVD child-support service contracts (one with Jamie Pruitt for service of process and one with McCown & Fisher LPA for legal services) that run Jan. 1, 2026–Dec. 31, 2026, and authorization for County Administrator Dylan Bentley to sign a service agreement with Maximus and to complete an EPA anti-degradation addendum on the county’s behalf.
The board received and filed the annual summary of statistical records for calendar year 2025 and the Lawrence County Municipal Court annual record for 2025; on both items Commissioner Mike Finley recorded an abstention while Commissioners Deanna Holiday and Colton Copley voted Yes.
Other agenda actions: the board approved liquor permit requests for Sam’s East Incorporated and Casa Grande Incorporated; approved a proclamation declaring February 2026 as Career and Technical Education Month; and approved a letter to the Public Utilities Commission of Ohio (PUCO) regarding a proposed Opera Ohio water rate increase. A proposed Lawrence County Airport fuel lease was discussed but tabled pending further review and counsel input.
The commissioners recorded votes by name where provided; where the transcript recorded simple Yes/No/Abstain responses, the board’s three commissioners—Finley, Holiday and Copley—were the recorded voters.
The meeting then moved on to department reports and presentations before adjourning to executive sessions.
