Lawrence County commissioners met Dec. 2 and approved a series of routine but consequential actions, including the county’s 2026 all-funds appropriations budget and several transfers and authorizations to balance 2025 accounts. Commissioners recorded unanimous yes votes on the listed motions where roll-call responses were given.
The board approved the Nov. 25, 2025 meeting minutes "as corrected." It approved flood-plain permits submitted by the Soil and Water Conservation District and approved routine appropriations and transfers dated Dec. 2, 2025, described in the record as funded by Dylan Bentley, county administrator.
Among specific financial actions, the board: approved an appropriation of $375,000 to account 5110004000; approved a transfer of $80,000 from K00-12AD-061-000 to K0412157061; authorized the county auditor to make all appropriations and transfers necessary to balance 2025 accounts (with accounting to be provided and journalized at the first 2026 meeting); and authorized the county administrator (motion text names "Bill Bentley") to sign and approve legal documents that arise between the last 2025 meeting and the first 2026 meeting and to make necessary appropriations/transfers for balancing 2025 accounts.
The board received and filed the county auditor’s certificate that total appropriations from each fund do not exceed the official estimate of resources and approved the 2026 all-funds appropriations budget; the chair noted the budget had been corrected before presentation.
The board also approved documents related to Brownfields projects and agreed to encumber $50,000 to the Lawrence County Rural Water District for the Water for Waterloo project.
Two collective bargaining agreements with the General Truck Drivers and Helpers Union were approved: an agreement for the Lawrence County Clerk of Courts (transcribed as local number "90 2") effective Dec. 26, 2025, through Dec. 25, 2028; and an agreement for the Lawrence County Treasurer (local number transcribed as "92"). The transcript records an effective date for the treasurer agreement as "January '66," which appears to be a transcription error and is not clear from the meeting record.
The meeting concluded its open session by approving a motion to meet in executive session with named staff (Dylan Bentley, Kathy Boehmler and Dave Ham) to discuss personnel matters.
