Lynchburg council adopts CDBG and HOME goals for FY2027 annual action plan

Lynchburg City Council unanimously adopted a resolution approving the city's CDBG and HOME goals for the FY2027 annual action plan during its Feb. 12 rescheduled public hearing.
Melville Walker, identified by council as the program manager for grants administration, told the council the goals were approved by the body on Feb. 25 for inclusion in the 2025'2029 consolidated plan and that the citizen-participation rules require an annual public hearing and a 15-day comment period. Walker said the application for funds is posted on the city website and will be due Feb. 24.
During public comment, resident Consuela Mosley urged stronger action on code enforcement for rental properties, saying many tenants live in substandard conditions and fear retaliation when they report problems. "We shouldn't be treated like animals," Mosley said, asking council to consider the needs of working families, the elderly and residents with disabilities.
Council returned to the dais, took the motion to adopt and proceeded with a voice confirmation. The mayor announced the motion passed. Council members registered their assent during roll-call checks called by the clerk.
The resolution directs staff to proceed with the application for CDBG and HOME funding as described in the annual action plan and to return to council with any required follow-up for final allocations or federal compliance matters.
