FDOT details March lettings: Dover Road realignment, Capitol Circle resurfacing

A Florida Department of Transportation representative briefed the CRTPA board on Feb. 17 about two projects scheduled to be advertised for construction in March: a realignment of Dover Road at U.S. 90 including left‑turn lanes at all four approaches (current construction estimate $5,500,000) and a resurfacing project on Capitol Circle Northeast from Centerville Road to Thomasville Road with intersection lighting and operational changes (construction estimate $6,500,000).
“Both the north and south legs of Dover Road will be realigned with US 90, as well as the construction of left turn lanes at all 4 approaches of that intersection,” the FDOT representative said. She said both projects are scheduled to let next month and offered project manager contact information for follow‑up.
Board members praised FDOT for incorporating elements of the Safe Streets and Roads for All (SS4A) grant into resurfacing work where timing allowed. CRTPA staff said the North Monroe corridor recently received a $21,000,000 SS4A implementation award; Leon County will manage that project, and phase‑2 planning is being used to refine intersection and crossing recommendations to feed the implementation funds.
Commissioner Richardson asked about Orange Avenue funding; staff replied that design is underway in western sections but the full project remains stalled awaiting right‑of‑way acquisition which staff estimated at roughly $80,000,000 and an injection of construction funding. On the record, staff characterized construction costs as approximately $100 million and said the project is waiting on a major funding source.
Staff also described other regional trail and safe‑routes projects: Wakulla Springs Trail construction funding, US‑90 Trail design funding in eastern Leon County, and SunTrail funding for Tallahassee‑to‑Havana segments being advanced by Gadsden County and CRTPA project development staff. The board was told to expect public involvement on the US‑90 West Trail planning study in coming months.
FDOT and CRTPA staff agreed to make project details available through the district website and to provide contact information for project managers.
The board concluded the item and moved on to routine member and staff updates before adjourning.
