County approves utility encroachment permit for Monon Trail extension through Kirkland

Pete Roushey of Banyan Engineering asked the drainage board for a utility encroachment permit to allow a paved extension of the Monon Trail through Kirkland that will cross the White City tile and existing risers.
Roushey told the board survey crews located 8‑inch PVC risers near the proposed trail alignment and said Kirkland Main Street, which owns the land, will be responsible for any necessary repairs. "We don't intend to change anything. If we're just gonna be paving, doing some grading and then paving over top of the railroad," Roushey said.
County staff indicated that paving over the right-of-way is acceptable provided the trail owner accepts responsibility for restoration if the tile must be exposed later. The board moved, seconded and approved the encroachment permit by a recorded vote of 3-0.
County maintenance said it would clear brush along the alignment to make risers more visible as part of standard practice; the trail group acknowledged it would replace trail surface if excavation is required in the future.
