Cardwell said the facility applied for state assistance on the resident’s behalf but that the application was ultimately denied: "I was thinking that it would be paid in full, and then it was denied," she said; when asked what she meant by "saga," she explained, "Like, the state pays in full for him to live here." The administrator said the resident signed a lease at move‑in and agreed to file a copy of that lease with the hearing office as "late file number 1" by the following Wednesday.
