Summary
Muscatine County engineer reported progress on box culverts, scheduled paving on Stewart Road for March, a planned Mosquito Creek bridge contract start in late March or April, and an 18‑month review timeline for the Bancroft bridge technical memorandum needed before possible relocation.
County Engineer Bridal Horoski briefed the Board of Supervisors on current road and bridge projects during the Feb. 16 meeting.
Horoski said a box culvert on 180th in Pleasant Prairie was completed last week and that work by other contractors should resume as weather permits. Stewart Road paving was paused and is expected to resume in early to mid‑March, with another preconstruction meeting scheduled this Friday. The Mosquito Creek (F70) bridge was awarded to Jim Schroeder Construction and a preconstruction meeting is being scheduled, with a tentative start in late March or early April depending on weather.
Regarding the Bancroft bridge, Horoski said the county is preparing a technical memorandum with four options — leave in place, repair, replace or realign — and that federal review and permitting suggests a minimum 18‑month review process, which will push the project timeline out at least a year. He also described ongoing work on other design‑stage projects (box culverts on 108th Street, F58 bridge coordination with Cedar County, and G208 reconstruction planning) and right‑of‑way negotiations the county is advancing.
Supervisors and the engineer discussed detour routing, seasonal constraints on construction and coordination with neighboring jurisdictions. Horoski said bridge inspection results showed no new postings or structures added to the posting list.
