The Oklahoma County handbook committee on Feb. 5, 2026 reviewed a 48‑page working draft of the county employee policy handbook and approved a set of targeted edits and motions to clarify leave accruals, telework authority and payout rules.
Speaker 2, who opened the meeting as chair, introduced the draft and noted its length: "The official working draft of the Oklahoma County employee policy handbook... It's 48 pages." Committee members then worked through line edits and policy clarifications before taking four formal motions.
One of the key policy changes involved annual leave accruals. Speaker 2 flagged a statutory change and explained the figures discussed at the meeting: "it was 0 to 5 years, is 240 hours... and greater than 5 years, it went up to 640 hours... rather than 480." Committee members expressed concern about potential payout liabilities if accruals were increased. Speaker 4 moved to align the handbook language with the state's accrual schedule (making employees with more than five years eligible for 640 hours); Speaker 3 seconded the motion. The chair recorded the voice vote as 5 yes and 3 no and announced, "Motion carries." Speaker 2 said the committee would still prepare a companion item for the Budget Board for further discussion and budget review.
Members also addressed duplicative language for compensatory time. Speaker 1 proposed transferring the existing compensatory-time definition to the county's "standard comp time" term used in the attendance system and removing the duplicate entry. The committee approved that edit by motion and voice vote.
The committee spent considerable time clarifying telework language. Members agreed to revise wording so the clause reads to refer explicitly to "Oklahoma County elected officials" and to add a specific clarification that, in the case of BOCC departments, the BOCC must approve exceptions. Committee members emphasized the need for a uniform telework agreement and consistent oversight across departments.
Finally, the committee added a payoff clarification for emergency shutdown leave. Speaker 1 moved to add language that accrued emergency shutdown leave "will be paid upon separation" to match other payable leave categories; the motion was seconded and approved by voice vote. A member noted law enforcement staff commonly accrue such leave and that payout language should align with current payroll practices.
The committee agreed to a "white glove" final review process: staff will incorporate today's substantive edits, circulate the updated draft for committee comments, then complete spacing, pagination and a table of contents at a subsequent meeting so page numbers will not change after final content edits.
Votes at a glance: the motion to align annual leave accruals with the state's schedule passed by recorded voice vote (chair recorded 5 yes, 3 no); other handbook edits (comp time consolidation, telework language, emergency-shutdown payout language) were approved by voice votes as recorded during the meeting.
