Muscatine County board adopts FY25–26 budget amendments after public hearing

The Muscatine County Board of Supervisors approved amendments to the fiscal year 2025–26 budget following a public hearing on Feb. 16.
County staff presenting the amendments said the changes “do not increase taxes” and that most adjustments are to salary, FICA and IPERS lines because of union contract settlements and implementation of a salary study. The presentation listed an increase in total expenditures of $1,068,366 and an increase in total revenues of $104,042; staff said the service area for roads and transportation is the largest increase (just over $1.3 million). The administration also noted a $500,000 reduction in ARPA revenue because related projects finished in the prior fiscal year.
The board closed the public hearing after no members of the public spoke and then approved a resolution amending the FY25–26 budget by roll call vote. Supervisors recorded unanimous aye votes. The board also separately approved a resolution for the FY25–26 budget appropriations in a subsequent roll call.
Board members asked staff for clarifications on which funds were affected by the changes and were told the presentation detailed the funds hit by each amendment. The county emphasized the amendments align the budget with actual spending and revenue flows rather than reflecting a tax increase.
The board did not propose further changes; the resolutions passed and will be incorporated into the county’s fiscal-year accounting.
