Council approves multiple routine items: rezoning, property vacations, library repairs and appointments

The Birmingham City Council moved through a series of routine but consequential items on Feb. 10.
ZAC2025-24: Council approved a rezoning in the Huffman neighborhood to allow an automobile rental enterprise (Enterprise/other operator) at 220 & 236 Gadsden Highway. Staff said the site is roughly five acres, the applicant plans five employees, and neighborhood supporters voted 18–0 in favor at an advisory meeting.
SUB2025-63 and SUB2025-78: The council approved two right-of-way vacations to allow property consolidations. SUB2025-63 covers a 36,000-square-foot unused street right-of-way (one-third vacation fee set at $48,000). SUB2025-78 covers 1,185 square feet to square off an alley for a school campus (one-third fee $10,625.50).
Item 13: The council approved a termination and reconveyance agreement with 2301 Inslee LP; the developer will reconvey the former Inslee High School site to the city for $50,000. City officials said the developer spent $1,000,000 on demolition work and the city will recoup $450,000 that remained unpaid under the prior agreement.
Item 18: A one-year agreement to provide $150,000 to the Sister City Commission to support cultural and artistic exchange was approved; Councilor Smith recused herself and the clerk recorded the item passing with seven votes and a recusal/absence noted.
Procurement: The council accepted the lowest responsible bid of Trade Contractors, Inc. for $186,838 to perform foundation repairs at the Birmingham Public Library Tatesville Foundation.
Administrative: The council appointed Councilor Dale Quinn as the city's voting delegate to the Alabama League of Municipalities annual convention (April 28–May 1, 2026) and named alternates. The council also set a public hearing for April 7, 2026, on Harvest Solutions LLC’s application for a new solid waste treatment facility at 4407 7th Avenue North.
Each of these items passed by the voice/electronic votes recorded at the meeting; in several instances staff stated prior committee and neighborhood advisory recommendations and noted any conditions attached to approvals.
