Commission awards $1.99M contract for West Rail Trail amenities; federal grant offsets part of the cost

The Brownsville City Commission voted Feb. 17 to award a $1,989,288 contract to Artillery LLC for construction of amenities along the 6.6‑mile West Rail Trail.
Senior planner Eva Garcia told commissioners the project includes three proposed parking lots, ADA‑compliant restrooms, water and sewer infrastructure, bike repair stations, lighting and trash receptacles. The presentation said the city previously bid the project in early 2025 with no bids; after a second solicitation the city received two bids and recommended awarding the project so construction could begin in March. Garcia said the city received a federal reimbursement award for up to $900,000 to cover part of construction costs and that the remaining city share would be covered from budgeted funds.
Commissioners asked about durability of fixtures, inclusion of water lines to enable future tree planting, and whether the project includes lighting (staff said lighting is not in this contract but water lines are included and solar bollards had been installed in some segments). The commission approved the contract and supported continued grant applications for trail extensions in other neighborhoods.
Next steps: Staff will finalize the contract with Artillery LLC and begin construction as soon as mobilization is complete; staff also said they will pursue additional grant funding for future trail phases.
