Consultants from Stantec presented the final draft of the Parks, Health and Recreation Master Plan on Feb. 17, describing a framework of guiding principles and an implementation‑ready set of recommendations.
Planner Lorena Gonzalez said the plan moves from system‑level needs to district‑ and park‑level, implementation‑ready guidance that includes performance indicators, responsible parties, funding tools and an implementation matrix to prioritize actions by cost, prerequisites and timing. The five guiding principles listed were Healthy People, Active Lives; Connected by Community; Rooted in Nature; 1 City Growing Together; and Excellence in Action. Staff and Stantec said the plan incorporates public input from neighborhood charrettes and stakeholder meetings and offers a funding matrix that lists eligible programs, grant maximums, cycles and contacts.
Stantec told the commission the draft is action oriented and flexible, allowing the city to implement low‑cost “easy wins” while phasing larger investments. Staff asked for feedback and stated they will return on March 17 to seek codification of the master plan into city policy.
Next steps: Commissioners and the public may submit final comments; staff intends to bring the plan back to the commission for adoption on March 17.
