Lawrence County approves administrative agreement naming county MHDS as lead for state block grant work

Lawrence County commissioners on Feb. 17 approved Resolution 19, an administrative‑entity operating agreement among Lawrence County, the county MHDS office and the Pennsylvania Department of Human Services’ Office of Developmental Programs.
Mister Vazquez, speaking for the absent presenter, explained that the agreement names Lawrence County MHDS as the local administrative lead responsible for facilitating daily operations for early intervention, intake/ID and mental‑health services and for overseeing the county’s block‑grant dollars. "It names Lawrence County MHDS as the lead as the administrative lead at facilitating day to day operations," he said.
Vazquez told commissioners the county moved into the state’s block‑grant structure several years ago (the transcript notes the county switched to the block‑grant program around 2020). He said the block‑grant model gives the county flexibility to reallocate state funds among categories to meet local needs where one category might run short while another has remaining funds.
No commissioner questions were recorded, and the board approved the resolution by roll call.
