Mercer Island city manager highlights SCADA sewer upgrades, Lunar New Year turnout and state e‑micromobility bills

City Manager Jesse Bond used the Feb. 17 council meeting to highlight operational and community matters ahead of the council’s substantive GMA compliance discussion.
Bond said the city is finishing a years‑long modernization of its sewer SCADA system, awarded to Valley Electric in January 2023. Off‑site fabrication and testing of Pump Station 11 panels occurred in Lynnwood and, if panels pass testing, staff expect to install them and wrap up work at that site in April. Bond said the upgrade has already helped staff detect overnight sewer issues during recent heavy rains and that the communications team will publicize the project.
Bond also thanked the Mercer Island Chinese Association and city partners for a Feb. 8 Lunar New Year celebration he estimated attracted close to 1,000 attendees. He encouraged council members to thank organizers and noted the city’s social media and weekly emails promote upcoming programs.
On state legislation, Bond said staff have been working with legislators in Olympia on bills addressing e‑motorcycles and e‑bicycles; he cited House Bill 2374 (lead sponsor Rep. Zahn) and said both a House and Senate bill were moving through their chambers and staff are coordinating with legislators to reconcile differences.
Bond also noted three current recruitment vacancies for boards and commissions (Arts Council, Open Space Trust and Utility Board), with the recruitment period extended to March 6 and prospective appointments planned for the March 17 council meeting. He invited council members to participate in upcoming outreach events including a Senior Resource Fair and Coffee with a Cop on March 7.
Separately, staff recognized marine patrol personnel and King County Sheriff’s Office partners for a recent ice‑rescue in Chelan County, naming Officers Tranter, Sergeant Herzog, Corporal Robinson and Officer Johnson for quick action.
