The subcommittee passed House Bill 634, which sponsors said does not expand the Special Needs Scholarship but adds electronic payments, clearer appeals language, faster scholarship estimates and more reporting on participating students and schools.
Representative Barrett introduced House Bill 634 (LC 492285), saying the measure "is not an expansion of the program in any way, shape, or form" but will "help to improve the program for parents, school administrators, and the Department of Education." The bill makes technical changes to the Georgia Special Needs Scholarship Program, including earlier and clearer scholarship estimates, electronic transmission of funds to participating schools, clarified appeals around scholarship amounts and additional reporting on participating students and the conditions schools can serve.
Two parents testified in support. Ophelia Norum, a parent of a son with autism, said the scholarship "was a lifeline for us," praising the calculator and electronic payments for helping families plan and secure placements. Dr. Farron Slaton Barclay, who described running a micro‑school, said paper checks created delays and "HB 634 matters" because electronic transfers and timely scholarship information are essential for families and small private providers.
Sponsor remarks and committee discussion emphasized that the bill is intended to increase transparency and reduce administrative barriers rather than expand eligibility. Representative Barrett told the committee the program has existed since 2007 and that approximately 6,000 students participate; he also said roughly 290 schools appear on the participating‑school list and that number may have grown since prior committee consideration.
After public testimony the committee moved the bill and passed it by voice vote.
The bill will proceed to the next legislative step for further consideration.
